It all depends on how much you are willing to spend.
Budget:
- Vanilla and two other kinds of ice cream (your choice)
- 3 kinds of sauce
- nuts, cherries and marshmallows.
- Sprinkles
- whipped topping
All out:
- Vanilla and two other kinds of ice cream
- hot fudge, strawberry, dulce de leche, marshmallow, and pineapple sauces
- different kinds of crushed nuts
- different kinds of sprinkles
- cherries both fresh and bottled
- fresh fruits and berries
- oreo cookie pieces and brownie pieces
- whipped topping
- standard, sugar, waffle and pretzel cones
I don't see any problem with paper bowls, unless this is meant to be a formal affair. Good luck.
For the ice creams, I would have vanilla, a good chocolate one and a frozen yogurt.
For the toppings: caramel, fudge sauce, oreo cookies, gummy bears, sprinkles, toffee bits, almonds and coconut,
Don't forget the whipped cream!
Paper bowls are fine but since it's a decorating party, get some really colorful ones.
An ice cream bar is a great idea in my oppinion, I just had one for my sweet 16 and all my friends loved it! We bought the big bucket of ice cream that was segmented into chocolate,vanilla, and strawberry, then we bought crunch bars, gummy worms/bears, sprinkles, chocolate syrup, and reece's and put them all in bowls....and yes! we used paper bowls....i dont think people will care as long as there's food in them. lol. I would have vanilla, then Nepolian flavored ice cream. With Chopped peanuts, cherries, hot fudge. These are all the simple things to a great sundae!:)
Your beverage choices are fine. I would also offer water. Paper products are perfectly fine. In addition to paper bowls, I would use plastic cups (Get a marker so that your guests can write on their cup so that they don't get mixed up). Plastic spoons too because you don't want to spend hours after your party washing dishes.
As for your Sundae Bar, (great idea too) I would only have Vanilla Ice Cream - good quality - but go all out for toppings.
Waffle Bowls
Hot Fudge Topping (or Chocolate Sauce)
Caramel
Whipped Cream
Chopped Nuts
Maraschino Cherries
Marshmallow Fluff
Pineapple
Sliced Bananas
Strawberries (get the sliced frozen strawberries and just thaw them out)
This is all stuff that you can have set out ahead of time (except your Ice Cream of course).
I recently found some Apple Cinnamon Sauce at my local Wal-Mart. (Smuckers)

As for serving other things, having your get together at 7PM, you really don't have to. Those kinds of events, really can be anything you want them to be. Sweet and salty do go good together. Maybe if it is in you budget, consider some chips, mixed nuts or what ever your favorite snack is.
How much ice cream do you need? I am just guessing here, but I would think that you could serve probably 6 to 8 people per half gallon container - depending on service size. Scale down the scoops, then, you will be able to serve more.
